The Zoning Committee of the Passyunk Square Civic Association is currently scheduled to hear the following cases at its regular meeting on Tuesday, August 9, 2011:

1. 1107-09 S. 6th St.

Applicant is seeking to add a fourth story and a rear addition to an existing three-story building for use as an eat-in and take-0ut restaurant on the first floor and and four apartments on floors two, three and four. The proposed use of an eat-in and take-out restaurant is not permitted according to this parcel’s current zoning designation. For a four-family dwelling, one parking space is required for each dwelling and none is being provided. The proposed zoning is being refused because of inadequate rear yard/open area (156.7 sq. ft. proposed instead of the 444 sq. ft. required), height of 41′ 11” exceeds the 35′ maximum and 4 stories exceeds the maximum of 3 stories.

2. 12th and Latona: This includes 1212, 1214 and 1216 S. 12th St.

1212 S. 12th St. – The lot is currently zoned L-4 (limited industrial) therefore the single-family home at 1212 is not permitted. The proposed structures, none of which have their own front, side or rear yards are not permitted.

1214 S. 12th St. – Applicant is seeking to build nine single-family homes on this lot which is not currently permitted due to its limited industrial zoning classification.

1216 S. 12 St. – This lot is currently zoned single family. Proposed structure is a three-story building with a commercial space on the first floor fronting on 12th Street and one single-family dwelling occupying each of the other two floors (total of 2 dwellings and one commercial space). Zoning refusals are for inadequate open area, rear yard depth and rear yard area. Use refusals are for two-family dwelling and commercial space.

3. 1422 S. 9th St.

Applicant is seeking legalization of an existing two-unit building that is zoned for single-family.

4. 639 Manton St.

Seeking to demolish the existing building and erect a three-story structure for use as a two-family dwelling. Proposed use (solely as a dwelling) is not allowed in on this parcel which is currently zoned C-2 commercial. Also being refused for insufficient open area (proposed is 263.75 sq. ft., required is 275.94 sq. ft.).

The PSCA Zoning Committee meetings are opportunities for neighbors to hear the details of zoning applications within our civic association boundaries. The Zoning Committee does not make any final decisions on these zoning applications, but we do send letters to the Philadelphia Zoning Board Administration. Those letters outline the neighbors’ thoughts on the application and the Zoning Committee’s decision either to oppose or not oppose the proposal. Zoning Committee meetings take place on the second Tuesday of every month at 7pm at S.P.O.A.C.
