			<content:encoded><![CDATA[<p>At PSCA General Membership meeting on January 3, Board President Christine Knapp reminded attendees that they can still take advantage of a program run by EnergyWorks to make low-cost home energy assessments and reduced cost home energy efficiency improvements available to members of the Passsyunk Square Civic Association.</p>
<p>EnergyWorks brings together all available rebates, tax credits and low-interest financing for home energy improvements. Through the EnergyWorks Select Partnership neighborhood associations, civic groups, faith-based and community-based organizations can receive group discounts on home energy assessments, and in some cases the contracted work. Neighbors or group members come together and act as a buying group, thus bringing down the price and saving time and energy for everyone.</p>
<p>Since EnergyWorks has over one hundred registered building analysts and contractors, Select Partners get to choose from a preferred list of contractors and analysts that have demonstrated exceptional work, financial stability and who participate in a unique discount purchasing program offered through the Keystone Energy Efficiency Alliance which allows them to provide additional savings to the homeowner on energy efficiency materials and products.</p>
<p>PSCA has signed up for the EnergyWorks Select Partnership, and we have had a number of households sign up already. Those who would like to register their interest <u><a href="http://ecasavesenergy.org/services/energy-works/application" target="_blank"><strong>can do so through an online intake form here</strong></a></u>.</p>

			<content:encoded><![CDATA[<p>From now until December 16, the City of Philadelphia Department of Streets is providing curbside collection of bagged leaves citywide. During this program, leaves will be collected for composting purposes such as fertilizing gardens and nourishing trees. Only bagged leaf collection will be offered. There will be no mechanical leaf collection. This program is offered to citizens receiving City collection of trash and recycling materials.</p>
<ul>
<li>Leaves will only be collected in brown paper biodegradable bags, which can be purchased at most major hardware or home improvement stores. If your leaf collection needs are small, reused brown paper bags from the supermarket are also acceptable. The Streets Department does not provide bags.</li>
<li>Set leaf bags out next to trash and recyclables on your regular trash day.</li>
<li>Leaves set out in plastic bags will be collected as trash, not recycling.</li>
<li>Never mix trash or other recyclable materials with bagged leaves. This contaminates leaves and makes them unfit for recycling and composting purposes.</li>
<li>Use as many bags as needed, maximum 40 lbs. each.</li>
<li>No collection will occur on a City holiday.</li>

<p>We encourage you to attend the hearing, which we anticipate will be the first of several on the zoning code reform effort.  The Zoning Code Commission will have the opportunity to present information on the ZCC process and the status of its work to date.   Public testimony will be taken at the discretion of the City Council.</p>
<p>Anyone interested in how the proposed changes to the zoning code will affect Passyunk Square can get some answers at this first of several hearings.</p>

Municipal elections often have very low turnout, but this is a very important election with 5 open City Council seats and many other competitive races, including the 1st District which covers Passyunk Square. Make sure you plan 10 minutes in your day to vote.</p>

			<content:encoded><![CDATA[<p>Now that the candidates night that PSCA helped to host has come and gone, you might be wondering where you can learn about the candidates for the First City Council District (of which PSCA is part) and the At-Large Council positions (who represent the whole city) before you have to vote on May 17. </p>
<p>The Committee of Seventy is happy to provide <a href="http://www.seventy.org/OurViews_City_Council.aspx">all the information you need</a>. There you&#8217;ll find everything from the answers to questions like &#8220;<a href="http://www.seventy.org/OurViews_How_Council_Works.aspx#whatdo">What does City Council do?</a>&#8221; to &#8220;<a href="http://www.seventy.org/OurViews_How_to_Run_for_City_Council.aspx#campaignfinance">What about campaign finance regulations?</a>&#8221; (And without the snark with which some people might answer those questions.) They also provide links to repositories of information about the candidates in each council district (including <a href="http://www.seventy.org/Elections_City_Council_Districts_and_Candidates_ataglance.aspx#district1">our own Fightin&#8217; First</a>) and <a href="http://guide.seventy.org/">how to find your polling place</a>.</p>
<p>One date that has already passed, however, was the registration deadline for the May 17 primary. It was April 18. If you haven&#8217;t registered at all or you are registered as an independent you won&#8217;t have a chance to vote for <em>candidates</em> in next month&#8217;s primary election. Independents and non-affiliated voters <em>can</em> vote on ballot questions. If you moved since the last election and didn&#8217;t change your registration to your current address, you&#8217;ll have to go back to your old polling place to vote. And if you&#8217;re not registered as a Democrat, you won&#8217;t be able to vote for any candidates for the First Council District since all the candidates are Democrats and PA is a closed primary state, meaning you must be registered to a party to vote in that party&#8217;s primary.</p>
<p>So if you fall into any of those categories, perhaps you should spend your time writing to your state representative and state senator requesting them to enact some more progressive election laws like Election Day registration, vote by mail, or an open primary system. (Opinion alert! Standard disclaimer: opinions are held only by the writer of this post &#8211; <a href="http://www.facebook.com/pohlig">Dan</a>, in this case &#8211; and do not reflect any policies of the PSCA or opinions of its other board members.)</p>

<p>We&#8217;ll be holding an informational meeting for Block Liaisons and those interested in learning more about the program on July 20th at 6:30 p.m. at the South Philadelphia Older Adult Center* at Dickinson and Passyunk. Please come by to learn more about the program, how you can help, and to share your thoughts. We&#8217;ll also be providing some resources, such as &#8220;No-circular&#8221; stickers, PSCA brochures, brooms and more.</p>
