About the New Zoning Code

On August 22, 2012 a new zoning code went into effect in the City of Philadelphia for the first time in over 50 years.  The new code is simpler and more user-friendly.  It is better organized, contains fewer pages, less text, and more illustrations.  Some minor zoning districts have been consolidated and all districts have been sensibly renamed to better reflect their use.  The requirements for residential districts are more contextual and based on neighborhood standards.  This should reduce the number of projects requiring a zoning variance for minor dimensional infractions such as rear yard depth and open area.

The new code also formalizes the role of community organizations in the development process with the inclusion of Registered Community Organizations (RCOs), such as the Passyunk Square Civic Association.  Any applicant requesting a zoning variance must meet with an RCO for input from neighbors before the Zoning Board of Adjustment hearing.  Applicants are now required to hang their orange zoning notice 21 days before their hearing date to ensure that neighbors are given sufficient notice of a hearing.  In an effort to modernize the zoning code, health and sustainability incentives have been included.  Parking requirements have been reduced, and mixed-use and transit-oriented development is encouraged.  More information regarding the new zoning code can be found at www.zoningmatters.org
