The PSCA Zoning Committee reviewed the following cases at its March meeting. Results are below.

1033-35 Tasker Street
Seeking to divide one lot into two resulting in two, single-family 3-story homes. Requires variance for proposed rear yard depth and open area.

Applicant requested to postpone presenting this case until the April 10 meeting. Anyone interested in this case should mark April 10 on their calendar.

1544 S. 13th Street
Adding two one-story additions, one three-story addition, a projecting bay window and a projecting balcony to an existing one-family home which will continue as a one-family home. Requires variance for proposed rear yard depth, side yard width and open area.

Committee voted 5-0 in NON-OPPOSITION with the following provisos:

Given the requested variance to allow for less open area than required, applicant agreed to explore storm water management practices including downspout planters, rain barrels, and permeable backyard surfaces.

Applicant agrees adjust plans to pull third floor rear wall back 4 feet.

1235-37 E. Passyunk Ave
(AKA South Philly Bar and Grill)
Application for an extension of a previously granted 2-year permit for a take-out bar/restaurant with seating, self-contained music system, live broadcast of special occasions and sporting events and retail sale of beer (six packs) for take-out. Includes accessory offices and storage on 2nd and 3rd floor.

Committee voted 4-1 in NON-OPPOSITION to request for variance for a take-out bar/restaurant with seating, self-contained music system, live broadcast of special occasions and sporting events and retail sale of beer (six packs) for take-out with several provisos that had been agreed upon the last time applicant received a temporary 2-year permit. Vote in opposition expressed satisfaction with how the current owner has managed the establishment but had concerns over the permanence of this variance and the implications for future owners.

1514 S. 8th St.
(AKA Mr. Joe’s Cafe)
Seeking permit to operate as a take-out establishment.

Committee voted 4-0 in NON-OPPOSITION to this request. Applicant made clear that in the case of his establishment, take out refers to patrons taking left-overs or full cooked meals to be consumed at home rather than small items to be consumed on the street.

Informational presentation from a future applicant who is proposing a renovation and new restaurant at 1537 S. 11th St AND from an applicant seeking a letter of non-opposition for a pharmacy at 538-44 Washington Ave.

Neighbors affected by the new restaurant at 1537 S. 11th St. were generally positive about the planned upscale gastropub with craft beers, small wine list and full bar but showed concerns about how the planned trees would make entry and exit from passenger side of cars more difficult and that the tables and chairs for the sidewalk seating be taken inside each night to prevent people from sleeping on them overnight. Applicant will be making a similar informational presentation at the East Passyunk Crossing Zoning Committee meeting on March 21.

Committee had no objection to proposed use change for 538-44 Washington Avenue to include a pharmacy. Committee will be forwarding a letter to the Zoning Board of Adjustment who will decide this by an Administrative Review.

The PSCA Zoning Committee meetings are opportunities for neighbors to hear the details of zoning applications within our civic association boundaries. The Zoning Committee does not make any final decisions on these zoning applications, but we do send letters to the Philadelphia Zoning Board Administration. Those letters outline the neighbors’ thoughts on the application and the Zoning Committee’s decision either to oppose or not oppose the proposal.
