The PSCA Zoning Committee reviewed the following cases at its September meeting. Results are below.


 1217 Gerritt Street

Application for the erection of a third (3rd) story addition and roof top deck, with pilot house, as part of an existing single family attached dwelling.  Zoning refused because the abutting lots have 2 story homes and the proposed set back length of the third story is 0’.  The required set back length of the stories above the second story is a minimum of 8’ 0”; and refused because the minimum open area of lot proposed is 21% and the 30% is the is required percentage (%) of open area of lot. Result: The owner/architect will submit revised plans to the Zoning Committee that will include: 1. A 5 foot set-back at the front of the home for the third story; 2. a 9 foot set back at the rear of the home for all stories; and 3., a slopped roof for the pilot house on the deck above the third story and to be scaled back as much as possible. The owner will adhere to the standard construction provisos listed below. The Committee will vote via E-mail once the plans are received and reviewed.

1535 S. 11th Street

Application for the first story addition to an existing attached structure (max. height not to exceed 38’-0”) for use as an eating & drinking establishment (sit-down restaurant) at 1st floor level with accessory storage at basement, and a single family dwelling unit located at upper level with accessory rear roof deck located at second (2nd) story roof.  Zoning refused because the proposed use of an eating & drinking establishment is not permitted in this zoning district. Result: This case was a no-show.

1509 S. Iseminger Street

Application for the erection of an addition to an existing attached single family dwelling.  Zoning refused because the proposed horizontal extension of a side wall, of a non-conforming structure by four (4) feet to property line, is not permitted; and refused for the proposed open area of 25% is less than the required 30%. Result: 7 votes non-oppositions with the standard construction provisos listed below.

Standard Construction Provisos: 1. Heavy construction to be conducted Mondays through Fridays from 8:00 a.m. to 5:00 p.m. and no heavy construction on week-ends; 2. Daily removal of all trash from the property; 3. Lighting should be provided at both the front and rear of the property.


The PSCA Zoning Committee meetings are opportunities for neighbors to hear the details of zoning applications within our civic association boundaries. The Zoning Committee does not make final decisions on the applications, but it does send letters to the Philadelphia Zoning Board Administration.
