The PSCA Zoning Committee reviewed the following cases at its November meeting. Results are below.

1203 S. Clarion Street: 

Application for the change in use from existing 1 story garage to a 3 story single-family dwelling with 1 attached off street accessory parking slot inside the residence, and the use of a rooftop sundeck.  Zoning refused due the open area of lot and rear yard depth are under the minimum required amounts.  7 votes in non-opposition.  New plans now have a rear yard (previous plans did not) 5 feet in length; will install a new alley gate; and will comply with the standard construction provisos.

1308 S. 7th Street: 

Application for the erection of an addition to an existing 1story structure in the rear of an existing 3 story single-family dwelling.  Zoning refused due the open area of lot and rear yard depth are under the minimum required amounts.  Neither the owner nor the architect was present; the refusal is not correct and will need to be changed to the “legalization of an addition”.  Will present at a future hearing.

1235 Federal Street: 

(Jehovah’s Witness building) Proposed 3rd story addition above existing attached structure with 10 dwelling units and 9 separate roof decks, each with a separate pilot house; with 6 interior parking spaces and 14 interior bicycle parking spaces.  Refused for multi-family household living, open area and rear yard depth.  Strong community/neighbor presence at this meeting. 7 votes of non-opposition. Initially, plans were changed to 9 units but as a result of this meeting, the owner agreed to 8 dwelling units using the current 2 stories. No 3rd story; no roof decks; new roof will provide a 3 foot setback on second story.  There will be no parking spaces provided but owner will pave Bocci Alley; will provide safety lighting and cameras; bike and trash storage to be inside of building; will comply with standard construction provisos.  Since a new refusal is needed, the non-opposition letter will not be mailed until refusal and new plans are received.

1304-06 S. 9th Street: 

(El Zarape) Commercial ground floor restaurant with dwelling unit above.  **Rescheduled for December Zoning Meeting** 

*Also, a pre-zoning presentation for a proposed coffee, bakery and desert bar idea for 1149 S. 12th. Property already zoned for first floor commercial.  Bakery/Dessert bar to be open Mon-Sat 6:30 a.m. to 10:00-10:30 pm; Sun from 10:00-10:30 a.m. to 4:30-5:30 p.m. Will present at hearing once refusal received.


The PSCA Zoning Committee meetings are opportunities for neighbors to hear the details of zoning applications within our civic association boundaries. The Zoning Committee does not make final decisions on the applications, but it does send letters to the Philadelphia Zoning Board Administration.
